President of Ukraine Petro Poroshenko on May 15 signed a decree on which the decision of the National Security and Defense Council of Ukraine on the application of economic and other restrictive measures is enacted. As a result of the decree, Ukraine is blocking many Russian sites. Among them are the favorite sites of Ukrainians, such as Yandex, Mail.ru, VKontakte, Odnoklassniki, Kinopoisk, Kaspersky antivirus and Doctor Web, 1C and others. In total, 468 companies were blocked. The NSDC said that the blocking of Yandex and other Internet portals will last at least three years, after which it can be extended or stopped. The presidential administration reports that such measures are associated with an increase in a large number of propaganda from Russia.
There are also restrictions regarding other financial instruments. Assets and trade operations should be blocked, it is prohibited to withdraw assets beyond the borders of the country, stop fulfilling financial obligations, stop providing services, prohibit public procurement from enterprises that have a share of prohibited companies, stop issuing licenses and permits for currency movement, prohibit transferring intellectual property.
The company Yandex said that the lock will not affect the business of their groups. They said that, first of all, the blocking of Yandex will affect the Ukrainians themselves. There are millions of users and thousands of enterprises in the country that use Yandex technology every day. They also reported that over the many years that the company has been operating in the Ukrainian market, they have done a lot of work, created many applications for the citizens of Ukraine and have always acted in accordance with the laws of the state. The press service said it regretted the spent efforts of its team.
A presidential decree prescribes that Ukrainian providers must block access to their users to Yandex. Most of the major providers have already begun to develop technologies to block Yandex and other sanction sites. However, they themselves believe that it is impossible to completely block access. There are many opportunities to circumvent the ban. In the administration of the Security Service of Ukraine, they said that they would penalize providers that do not block access, but this does not concern ordinary users. The only service with which the problem arises is Yandex Money. In 2016, the National Bank of Ukraine banned this service in Ukraine. The ban means that the application is prohibited in Ukraine. Experts say that bypassing this system will be much more difficult. Therefore, it is likely that the Ukrainians will lose access to the Yandex Money service.
It follows from the decree that providers should hold a full blocking of Yandex services until June 1, 2017. All Internet service providers are forced to disable access to resources, otherwise they will be subject to a large fine. But advanced users claim that it will take much longer to complete a lock. And the lock, which will be from June 1, you can easily get around.
